Madhukar Gupta, IAS (retd), Chairman

Mr. Madhukar Gupta, IAS formerly Chief Secretary to the State Government of Uttarakhand, retired as Secretary, Union Ministry of Home Affairs, Government of India. As a senior civil service officer, Mr. Gupta held several important positions in Union Government including the post of Vice Chairman of the Delhi Development Authority.  He has been part of various expert committees the latest being the Committee to review the organization, structure and processes of the Ministry of Home Affairs, Government of India in which Mr. Gupta was the Chairperson.   Mr. Gupta carries with him an in-depth understanding of institutional and regulatory frameworks that govern infrastructure sector growth and reform. He has a passion for knowledge sharing and continues to deliver lectures at various fora, in India and abroad.

Mr. Keshav Varma, IAS (retd), Member

Mr. Keshav Varma, IAS is presently advisor to the Government of Uttar Pradesh for urban sector improvement and Chairman of the Sabarmati Riverfront Development Corporation Limited (SRDCL). He is also the MD&CEO, Cities International (2013-present) and has over 30 years of career experience focused on complex urban policy issues, reconstruction programs and, more recently, climate change and conservation to enhance sustainability of infrastructure growth.  Earlier, Mr. Varma served as the Municipal Commissioner of Ahmedabad (until 1997) and was the main architect behind the first-ever bond issuance by an Urban Local Body in Asia. He was also the head of urban programs at the World Bank in China. He also excels in capacity building, knowledge, leadership, innovation and training. Mr. Varma is part of several important think tanks in urban policy and he works closely with many prestigious educational institutions in India and abroad.

Mr. Cherian Thomas, Member

Mr. Cherian Thomas, has nearly 30 years’ experience in areas spanning banking, finance, industry and consulting and he has overseen several project finance, corporate finance and advisory services transactions. Cherian has vast hands on expertise in the Transport as well as in the urban sector and PPP advisory (buy side and sell side) across all sectors of infrastructure. He currently serves as the CEO and National Director of World Vision India.

Dr. Partha Mukhopadhyay

Dr.Partha Mukhopadhyay, was previously part of the founding team at the IDFC Ltd, focusing on private participation in infrastructure. Prior to that, he has worked at the Export Import Bank of India and the World Bank in Washington. To his credit, he has several publications and he writes frequently for the national media and is part of a number of government committees. Earlier, he was associated with the Committee on Allocation of Natural Resources and with the Prime Minister’s Task Force on Infrastructure. Presently he is working at the Centre for Policy Research.
